History
MMPI was founded in September 2003 by the Blue Cross Blue Shield of Massachusetts
(BCBSMA) Foundation to be a source for independent, non-partisan information
and analysis of the state’s Medicaid program. The formation of MMPI
was another activity in furtherance of the Foundation’s mission
to expand access to health care, and a recognition of the important role
Medicaid plays in Massachusetts by providing health coverage to more than
one million state residents, most of whom would otherwise be uninsured.
MMPI’s goal is to promote the development of effective Medicaid
policy solutions through research and policy analysis, and to increase
overall awareness and understanding of MassHealth programs, successes,
and challenges.
MMPI is structured as a subsidiary of the BCBSMA Foundation. The initial
funding for the Institute came in the form of a $1 million grant from
Blue Cross Blue Shield of Massachusetts to the BCBSMA Foundation. MMPI
is now supported by the BCBSMA Foundation and a number of other private
organizations with an interest in a strong, effective, Medicaid program.
A sixteen-member Board of Directors, composed of leaders from a diverse
spectrum of interests, governs the Institute.
